黔西南州是贵州省唯一入选长护险第二批试点城市的市州,作为民族地区、欠发达地区和长寿之乡,因地制宜,积极探索构建了符合地方实际的长期护理保险制度体系和运行机制,并取得了明显的阶段性成效。本文在对黔西南州长护险进行全面介绍的基础上,剖析问题,并提出了适度扩大待遇享受范围、优化待遇给付结构、开展失能预防和延缓工作、扩大辅具租购目录范围、开展制度化的风险防控管理等完善建议。本文研究可为其他欠发达地区建立和优化长期护理保险制度提供参考借鉴。

Qianxinan Prefecture is the only state in Guizhou Province selected as the second batch of pilot cities of long-term care insurance. As an ethnic minority region, underdeveloped area and longevity township, Qianxinan prefecture has actively explored and constructed a long-term care insurance system and operation mechanism in line with local reality, and achieved remarkable phased results. Based on the comprehensive introduction of the long-term care insurance system in Qianxinan prefecture, this paper analyzes the problems, and puts forward some suggestions such as appropriately expand the scope of treatment enjoyment, optimize the treatment payment structure, carry out disability prevention and delay, expand the scope of auxiliary equipment rental and purchase catalogue, and carry out institutionalized risk prevention and control management. This study can provide reference for other underdeveloped areas to establish and optimize the long-term care insurance system.
