摘要
“十四五”期间我国将继续推进多层次医疗保障制度体系建设,推动商业健康保险在经济补偿、社会治理、医疗风险管理等方面发挥积极作用。商业健康保险市场发展面临结构调整和转型压力,需要政府和市场协同推动其发展。本文基于政策内容和商业健康保险市场发展的特点,将商业健康保险政策的发展划分为四个阶段,分析演进逻辑。遴选66份相关政策,提出9个一级变量、42个二级变量,通过建立PMC指数模型对政策效力进行评价,并提出商业健康保险政策的优化路径。
Abstract
During the14th Five-Year Plan period, China will continue to promote the construction of a multi-level medical security system, encourage commercial health insurance to play an active role in economic compensation, social governance, medical risk management. The development of the commercial health insurance market is facing the pressure of structural adjustment, transformation, which requires the government, the market to cooperate to promote its development. Based on the policy content, the characteristics of the development of the commercial health insurance market, this paper divides the development of the commercial health insurance policy into four stages, analyzes its evolution logic. A total of66related policies were selected, 9first-level variables, 42second-level variables were proposed, the effectiveness of the policies was evaluated by establishing a PMC index, the optimization path of the commercial health insurance policy was proposed
