目的: 基于厦门市某三级专科医院相关费用数据,分析医用耗材集中带量采购政策的实施效果,提出优化建议。方法: 采用两独立样本T检验、非参数秩和检验方法,分析医用耗材带量采购政策实施前后住院总费用、卫生材料费用、集采耗材费用和医疗服务结构方面的变化。结论: 政策实施后住院总费用、卫生材料费用、集采耗材费用均呈下降趋势;卫生材料费用占比、集采耗材费用占比有所下降,医疗服务性收入占比呈上升趋势。医疗服务结构不断优化,政策实施效果显著。建议: 科学分析确定采购量,确保“量价挂钩”完善政策保障机制,推动政策落地实施。

Objective: Based on the cost data of a tertiary specialized hospital in Xiamen, the paper is to analyze the effect of centralized purchase policy of medical consumables and put forward targeted policy suggestions. Methods: Two independent samples t-test and nonparametric rank sum test were used to analyze the differences in total hospitalization cost, the cost of sanitary materials, consumable cost of centralized purchase and medical service structure before and after the implementation of the pooling policy. Results: After the implementation of the policy, the total hospitalization cost, the cost of sanitary materials and consumable cost of centralized purchase decreased. The proportion of the cost of sanitary materials and consumable cost of centralized purchase decreased, while the proportion of medical service income increased. The medical service structure has been continuously optimized, and the policy has achieved remarkable results. Conclusion: It is suggested to scientifically analyze and determine the purchase quantity to ensure the "quantity price linkage", improve the mechanism for guaranteeing policies and promote their implementation.
