摘要

卫生技术评估（HTA）作为一项政策解决方案,可运用于评价卫生技术价值、医保支付决策、确定技术价格以及指导战略采购等诸多领域。本文结合由全球非营利性组织“卫生管理科学”（MSH）改编政策阶段模型后针对中低收入国家（LMICs）提出的HTA制度化框架,阐述HTA政策的系统化优先级确定、议程设定、政策制定、采用与实施、影响评价等HTA制度化主要阶段的内容及其对我国的启示,为我国HTA制度化路径的构建策略提出建议和思考,助力HTA在我国医保领域的应用与推广。

Abstract

Health Technology Assessment (HTA) can be used in various health fields as a policy solution, including evaluating the value of health technology, making decisions on healthcare security reimbursement, determining the prices of technologies and guiding strategic procurement, in order to improve the efficiency of health resource allocation, facing the decision-making challenges caused by the conflicts between the pressure on the restricted healthcare security budget and the rapid rise in the medical expenses. The article focuses on the framework for HTA institutionalization proposed by the global non-profit organization Management Science for Health (MSH), which is adapted from the stages model of the policy process, elaborating the contents and insights of the main stages of HTA institutionalization, such as the systematic priority setting, agenda setting, policy formulation, adoption & implementation and impact evaluation, to provide suggestions for the construction of Chinese HTA institutionalization roadmap and improve the application and promotion of HTA in healthcare security scheme.
