广州市于2017年起开展长期护理保险试点工作,以保障失能人员切实的护理服务需求为导向,历经了启动阶段、发展阶段与深化阶段的探索历程。广州市采取多渠道筹资的方式,积极拓宽保障范围和待遇享受人群,委托商业保险公司承办长护险部分业务,兼顾发展护理机构照护与居家照护,在“互联网+”、延续护理、亲情照护等方面积极探索,开拓了独具特色的长护险实践之路,取得了较好的社会效应。未来,还需要进一步调整长护险基金给付模式,逐步完善长护险服务目录,优化长护险评估体系,为长护险健康发展提供有力保障。

As one of the first batch of pilot cities of long-term care insurance system, Guangzhou has gone through the initiation, development and deepening stages of exploration since 2017. Based on local conditions and guided by the practical service needs of disabled people, Guangzhou has entrusted commercial insurance companies to undertake part of long-term care insurance business, and has given consideration to the development of institutional care and home care. It has actively explored the Internet plus, continuing care and informal care, and opened up the way of long-term care insurance practice with Guangzhou characteristics. In the future, it is necessary to further optimize the payment mode of long-term care insurance, gradually establish the service catalog of long-term care insurance, improve the long-term care insurance evaluation system.
