In response to the practical demand for dynamic monitoring and price regulation of full-cycle medical expenses by disease category, this paper takes maternity medical services in A City as the research object and constructs a measurement framework for the disease-specific medical service price index. The expert consultation method is adopted to screen 127 core maternity medical service items and assign corresponding weights, so as to complete the empirical measurement of the maternity price index in A City. The measurement results indicate that with 2021 as the base year, A City's maternity medical service price index reached 102.7 in 2024. Its growth rate was markedly lower than the growth rates of regional GDP, per capita disposable income and CPI over the same period, demonstrating the strong public welfare attribute of local maternity medical services and leaving reasonable room for price adjustments. Among the three measurement models compared, the weighted basket-item index model has the minimum mean squared error and is identified as the optimal one, which is recommended for priority promotion and application in the regional monitoring of disease-specific medical service prices.
