After a decade of pilot exploration, China's long-term care insurance (LTCI) entered the critical phase of nationwide institutional establishment in 2026. Based on a three-dimensional analytical framework encompassing demand, supply, and insurance coverage, this paper systematically examines the distinctive characteristics of China's LTCI development, including rapidly growing demand accompanied by a widening coverage gap, limited financing capacity of social LTCI with narrow beneficiary coverage, high demand elasticity and strong substitutability of long-term care services, and the early-stage development of the commercial LTCI market. Against this backdrop, the paper proposes a multi-tiered LTCI development approach characterized by “strong government leadership and robust commercial supplementation”.
