With the deepening of the Digital China Strategy and the integrated development of “Internet plus medical services”, mobile medical insurance payment has become a key direction in the digital transformation of healthcare security, gradually breaking through the spatial constraints of traditional medical insurance payment and reshaping the medical service payment workflow. On the basis of a systematic review of the policy evolution of medical insurance payment for online drug purchases, this paper provides a comprehensive overview of its payment scope, payment structure, participating entities, main models, and local typical experiences. It then summarizes the achievements, including improved service convenience for insured individuals, transformation of medical insurance governance models, sustainable development of the medical insurance fund, and orderly growth of the pharmaceutical industry. The study suggests that online medical insurance payment for drug purchases is currently at a critical juncture, transitioning from local pilot to standardized operation, and from fragmented application to systematic implementation. Accordingly, this paper proposes policy recommendations including accelerating top-level design, strengthening technical support and security safeguards, optimizing promotion and operational mechanisms, and enhancing risk control and comprehensive governance.
