Construction of the Evaluation Index System for the Benefit Degree of Insured Residents from Cross-Regional Medical Treatment Policies

Abstract

Objective: This study constructs an evaluation index system for the degree of benefit experienced by insured residents from cross-regional medical treatment policies, to provide a scientific basis for the comprehensive assessment. Methods: The evaluation system was preliminarily constructed through literature review and group discussions, and weights were determined through two rounds of Delphi method consultation and analytic hierarchy process (AHP). Results: The expert authority coefficient was 0.8634~0.8752. Ultimately, we established a system including 6 first-level indicators, 17 second-level indicators, and 72 third-level indicators, and the weight of health benefits (0.4086) and cost benefits (0.2290) is the highest. Conclusion: The evaluation framework should be constructed across all aspects of medical insurance and healthcare service, focusing on the actual sense of benefit experienced by the target population.
