Under the context of DRG (Diagnosis Related Groups)/DIP (Diagnosis Intervention Package) payment reform, fragmentation is a pressing issue in coordinated development and regulation of medical insurance, medical services, and pharmaceuticals. It is primarily manifested in the fragmentation of governance entities, objectives, mechanisms, and data information. The holistic governance theory advocates for the establishment of an equal, respectful, and trust-based coordination mechanism among the government, enterprises, society, and the public, aiming to create a governance ecosystem characterized by shared interests, power, and responsibilities. This approach promotes the transition of medical insurance, medical services, and pharmaceuticals from dispersion to concentration, from parts to the whole, and from fragmentation to integration.
