There is a serious lack of theoretical and empirical research on the quality evaluation of long-term care services in China. To enrich the relevant research, this paper conducted an empirical evaluation on the quality of long-term care services in A City based on the OECD's long-term care service quality evaluation framework. The study found that the quality of institutional nursing services was in general higher than that of home care services. In terms of effectiveness and safety, the incidence of pressure sores and the rate of falls in home care services were higher than those in institutional nursing services. In terms of the patient-centered and responsive dimensions, the improvement rates of life control, response speed, social activities, disposable time, living environment, and feeling of support in home care services are all lower than those in institutional nursing services. To this end, the government needs to take various measures to further improve the quality of home care services, enhance the professionalism of home care to compensate for the shortcomings of family caregiving, and establish a nationwide quality assessment framework for long-term care services, thereby achieving continuous improvement in long-term care service quality.
