The fund management model is the key policy design of the provincial overall planning, and the pre-adjustment model is a fund management method widely adopted worldwide. Fujian is the only province adopting this model in China. This paper analyzes the background, system design, guarantee measures, effectiveness and shortcomings of this model in Fujian Province, and puts forward policy suggestions for improving provincial overall planning and enlightenments for the whole country.
