Objective: Policy attention greatly reflects policy makers' value judgment and value ranking. During the critical preparation period of system finalization and full-scale promotion, exploring the allocation of policy attention for the expected effects of long-term care insurance is instructive for deepening policy cognition and optimizing policy design. Methods: Bottom-up sentence-by-sentence coding and discussion of central and local guidance and planning documents were conducted with text analysis and Nvivo14 software. Results: Policy makers' expected effects of long-term care insurance focused on seven aspects and twenty-three items, of which attention focused more on addressing the risk of disability care in society and promoting economic development. Conclusion: The allocation of policy makers' attention to the expected effects of long-term care insurance in terms of embedding long-term and continuous perspectives, integrating humanistic care attributes, and considering the overflow effect to the family and society still needs to be improved. In the future, we need to further incorporate preventive thinking and humanistic care, improve the coherence and continuity of the policy, and strengthen the attention to the social effects, so as to optimize the development of long-term care insurance policy.
