The Evolution and Implications of Needs-Based and Equity-Oriented Approaches in Health Resource Allocation from the UK

Abstract

Accurately measuring the demand for medical services and allocating resources between regions on demand is the core of ensuring fairness in the allocation of health resources, which is also related to the safe, efficient, and rational use of medical insurance funds. Under limited financial resources, how to fairly and rationally allocate health resources has been a common concern for health systems worldwide. Currently, China’s health service is moving towards a stage of high-quality development. Health resources allocation is shifting from capacity expansion to structural optimization with the goal of fairness and efficiency, and to promoting the balanced distribution of health resources, which is also closely related to basic medical insurance fund. This paper reviews the evolution of health resource allocation approach in the UK, whose practice of needs-based and more equity-oriented allocation of health resources can provide a reference for China.
