How to Coordinate the Development of Commercial Health Insurance and the Basic Medical Insurance

Abstract

Background: The paper analyzes the development path of commercial health insurance and basic medical insurance in OECD countries to provide a reference for the establishment of multi-level healthcare security system in China. Methods: This paper uses OECD data to conduct an empirical study, exploring the relation between commercial health insurance and basic medical insurance. Results: The impact of basic medical insurance on commercial health insurance is first promoted and then crowded out, and the crowding-out effect is greater than the promoting effect, presenting an inverted U-shape relationship. The turning point is that government health financing accounts for 6.26% of GDP. The crowding-out effect of complementary and additional commercial health insurance by basic medical insurance is weak, and to some extent, the two types of insurance have achieved coordinated development. The basic medical insurance is more likely to crowd out the commercial health insurance in the countries whose proportion of family out-of-pocket health expenses is high or scale of commercial health insurance is large. Suggestion: Commercial health insurance companies should actively provide supplementary and additional medical insurance, and use their own advantages to promote the development of the big health industry.
