The maternity insurance system is an important social security system that ensures the reproductive rights of female employees, balances the employment costs of employers, and promotes equal employment between men and women. Based on the CLDS database in 2018, this paper analyzes the intention to have a second child and the participation in maternity insurance of Chinese women of childbearing age since the implementation of the universal two-child policy. It is found that maternity insurance has a significant positive impact on the reproductive intention of urban women of child-bearing age, while age and income has a significant negative impact on the reproductive intention of women. In the urban sample, the fertility intention to have a second child of women of childbearing age who participated in maternity insurance was higher, which was still significant even after controlling variables such as age, health status, age of first marriage, family annual income and engagement in agriculture, indicating that maternity insurance plays a positive role in improving the fertility intention of employed women. On this basis, this paper puts forward some suggestions for further improving the function of maternity insurance system.
