Abstract

Improving the pooling level can disperse the fund risk and improve the fund efficiency. This paper uses the relevant data in the China Statistical Yearbook and the National Medical Maternity Insurance Operation Analysis Report from 2011 to 2018, applies the DEA-Malmquist index method to measure the changes in the operational efficiency of urban employees’ basic medical insurance (UEBMI), further uses the two-factor fixed effect model to systematically test the impact of the pooling level on the efficiency of UEBMI, and explore the mechanism of pooling level. We find that the efficiency of UEBMI is increasing year by year. The efficiency of UEBMI in provinces that have achieved provincial pooling level is higher than that in provinces that have not yet achieved provincial pooling level. Provincial pooling level can significantly improve the efficiency of UEBMI, while municipal pooling level has no significant impact on the efficiency. Tests of the mechanism show that the improvement of the efficiency of the UEBMI by the provincial pooling level is mainly due to its role in improving the support level. The conclusion of this paper provides a theoretical basis for promoting the provincial pooling of UEBMI.
