This article constructs a three-dimensional analysis framework of policy tools, policy objects, and service systems, and quantitatively analyzes the 6 policy texts of long-term care insurance system issued by the pilot cities in Central China by policy tool classification, coding, word frequency statistics, and interaction analysis, and explores the current situation of policy tool utilization in the long-term care insurance policies in Central China. The study finds that the long-term care insurance policies in Central China rely on environmental policy tools, with uneven utilization of different policy tools, and the policy content is to be refined. It is recommended to balance the use of various policy tools, formulate more detailed measures, enhance the use of new technologies, create a seniors-friendly social atmosphere, cultivate the long-term care insurance market, enrich the service providers with the strength of third-party commercial insurance companies, learn from the experience of other countries, and strengthen international communications.
