The high-quality development of public hospitals is an important part of China’s deepening the reform of the medical and health system. The reform of medical insurance payment is both an opportunity and a challenge for public hospitals. Based on the perspective of DIP payment, this paper summarizes the current dilemma of public hospitals, and further explores new ideas for public hospitals to achieve high-quality development, in order to improve quality and efficiency of public hospitals under the background of DIP and provide decision-making basis for high-quality development.
