Objective: The paper aims to offer suggestions for perfecting the drug guarantee mechanism of outpatient chronic diseases in China. Methods: Taking hypertension and diabetes as examples, by analyzing the policies of 4 municipalities directly under the central government and 27 provincial capital cities, this article systematically summarizes the implementation and existing problems of outpatient chronic disease guarantee policy in China with comparative analysis. Results: The overall level of guarantee is moderate while there are problems such as unbalanced regional guarantee and weak incentive mechanism for health management. Conclusions: It is suggested to strengthen the top-level design of outpatient chronic disease security system, improve the outpatient chronic disease security mechanism, and promote the reform of outpatient payment method.
