Based on quantitative analysis and qualitative interview, this paper studies the use of 122 kinds of national negotiation drugs in Zhejiang Province from 2020 to 2021. There are differences in drug classification, regions and institutions in the allocation of national negotiation drugs, and the implementation in some regions is not ideal. The influencing factors are the performance assessment limit of the healthcare department, the limit of the medical insurance policy, the limit of the medical institution incentive, the supply limit of the pharmacy and the limit of the drug's own characteristics. The policy is suggested to be fully expected, coordinated, publicized, monitored and evaluated.
