The "Healthy China" strategy requires attention, efforts to improve the health condition of all people. Drug guarantee for rare diseases is an important measure to prevent the rare disease group from returning to poverty, to achieve the health of the whole people. This paper analyzes the current development of drug security model for rare diseases in pilot areas in China, explores the existing problems, proposes the optimization path to improve the drug security system for rare diseases in China from five aspects of financing, payment, organization, regulation, behavior, based on the theory of five handles
