Objective: The paper summarizes the relevant policies of "Internet plus" medical service in China, explores the preference and inclination of the use of government policy tools, and puts forward suggestions for policy formulation and optimization. Methods: 20 "Internet plus" medical service-related policies were coded and classified into five types of policy tools for analysis. Results: Among the five types of policy tools, the use of command and regulation tools is most frequently used, the internal use structure of capacity building tools is unreasonable, the use of symbolic and persuasive tools is relatively weak, and the use of incentive and systematic transformation tools is insufficient. Conclusion: Rationality of the overall policy should be improved and the internal structure of each policy tool should be optimized to maximize the effectiveness of the policy.
