In order to clarify the policy attributes of China's long-term care insurance pilot scheme, the research method of text analysis was adopted, and policy tools were used to identify the policy attributes of the long-term care insurance pilot scheme. The research indicates that the policy attributes of the 28 long-term care insurance pilot schemes are mainly de-familyization, the policy tools used in the pilots are relatively simple and during the implementation the pilots lack policy support for family caregivers. According to foreign experience and the actual needs of China, the dual attributes of familialization and de-familialization should become the ideal positioning of China's long-term care insurance system in the future. Therefore, long-term care insurance system should provide various forms of payment combination for the disabled elderly and strengthen policy support for family caregivers.
