The higher income of urban and rural residents in Zhejiang Province and the relatively balanced healthcare service system for seniors has laid a sound foundation for the comprehensive promotion of the long-term care insurance pilot. Also the five-year pilot accumulated rich experience as an “important window”. Therefore, during the 14th Five-Year Plan period, joint efforts should be made in terms of institutional positioning, resource integration, financial support, staff professionalization, PPP cooperation, and the combination of medical treatment and care.
