Adhering to the system integration, coordination and efficiency of medical insurance and healthcare reform, and giving full play to the strategic purchasing of medical insurance are the key paths to promote the implementation of the “Healthy China” strategy and achieve high-quality development of medical insurance. At present, China's medical service system still has the problem of mismatching between service provision and functional orientation, and the "offside" of service provision in large hospitals and the "absence" of primary medical and health institutions. The "siphon" effect of large hospitals is prominent while the capacity of primary medical and health institutions is insufficient, thus they are caught in the dilemma of being "unable to receive" and "unwilling to receive". Integrating the medical service system, empowering the grass-roots level medical institutions, enhancing the grass-roots "medical prevention" service capabilities, forming the overall synergy of medical services in the county, and creating a county-level medical alliance and medical community has become important measure for medical reform.
