From the three dimensions of punishment object, punishment type and punishment behavior and seven perspectives of the mode of execution, the active and passive nature of the parties involved, the mode of calculation of the amount or extent of the fine, whether there is a lower limit for quantitative indicators, whether it includes the figure, whether there is a range of the amount and the time limit for monetary amounts, and whether the law enforcement agencies have the right of choice or not, the paper evaluate and analyze the penalties in Regulations on the Supervision and Administration of the Use of Healthcare Security Fund to help the executive staff to grasp the overall characteristics of the penalties, and to be able to accurately comply with the provisions of penalty to deal with the department’s administrative penalty cases.
