This paper analyzes the horizontal fairness and the effect of the current comprehensive rate of basic medical insurance for employees in China, discusses the reasons for the regional differences in the comprehensive rate, and proposes we should correctly understand that in areas with high ratio of in-service staff to retired staff, there would be a relatively large amount of surplus after increasing the comprehensive rate.
