Tianjin is at the forefront of China in the volume-based procurement of high-value medical consumables. Up to now, Tianjin has taken the lead in carrying out multiple batches of national and alliance procurement projects, including products of intraocular lens, coronary stent, coronary dilatation balloon and joint prosthesis, achieving remarkable procurement results and continuous innovation and breakthroughs in procurement rules. This paper illustrates the practice of volume-based procurement of high-value medical consumables in Tianjin, analyzes the rules of previous procurement projects from the confirmation of intended procurement, grouping rules, selection rules, volume allocation rules and supply guarantee, summarizes the law and practical experience, including respect of clinical choice, increasing proportion of volume-based purchase, proper combination of groups, rational selection rules, consideration of implementation in advance and carrying out alliance procurement. Meanwhile, the paper offers suggestions from two perspectives of rule design and implementation, taking into account of price, quality and efficiency, etc. Also, the construction of platform should be improved, and the regional data and achievements of procurement should be shared. The paper provides reference for other regions of the country to carry out volume-based procurement of high-value medical consumables.
