Since the founding of the country, China has undergone several price reforms for medical services, but its still cannot reflect the actual value of medical services. The National Policy Pilot Program for Deepening the Price Reform of Medical Services in 2021 marked that China's medical service price reform has entered a new phase to encourage localities to explore medical service price formation mechanisms. In policy formulation, policy pre-evaluation helps to improve the rationality, scientificity and feasibility of that. This paper summarizes the historical process and realistic needs of medical service price reform and the important elements of the construction of pre-evaluation index system, also provides a universal medical service price reform pre-evaluation index system, in order to provide reference for local construction of pre-evaluation index system.
