How to pay for hospitals and physicians is one of the key questions in the design of healthcare security system in all countries. For China, it is reflected in two long-term tasks of medical service price management and medical staff salary management. This paper attempts to discuss the decision mechanism of medical service price and medical staff salary from two aspects of theory and practice, so as to provide decision-making reference for national healthcare security payment reform and public hospital salary reform.
